Views 3.x recently fixed a bug that prevented access options from being exported
#1184368: Access options cannot be exported
But Domain access settings on a view are still not exported. Patch forthcoming.

agentrickardNote that this was fixed in the 7.x branch and has been languishing _unreviewed_ in #926922: convert handlers to d6-3/d7 changes.

I'm in the middle of a trans-continental move and I'm only working half-time ATM. Also the client that this was for is the lowest on my priority list ATM. So I don't foresee having the opportunity to try it out any time soon.
But your patch appears to be by-and-large identical to the one I did in #1 which did work fine on the site in question.
