Like several other people, I faced the problem of having an incomplete list of users in the admin_menu switch.

After loosing lots of time clearing caches / rebuilding menus, i finally found that this come from a setting (Number of users to display in the list) of the 'devel switch user' block.

If you are facing the same problem, just increase the value of this setting.

I post this info here (I also posted some suggestion in devel issue queue) and hope this information will help others facing the same problem.

A suggestion could be to add a notice or a 'see other users' link at the end of the admin_menu user switch drop down list so that users know that all users are not displayed.

Unfortunately, neither Drupal core nor Devel module provides any means of a user list on an own page. So while I agree with the suggestion, it's technically not possible.
