dumb question - is it possible for Rules module to be integrated into Panels and this provide access control/selection rule instead or in conjunction with the CTools selection rules?

will it ever happen?

curious cause Rules already does pretty much everything the Actions/Triggers core modules do...

I dunno Rules well enough to say for sure, but the entire access system is all just plugin-driven. So if Rules can wrap its stuff up into a plugin, then sure, it can be used.

However, that falls into the category of stuff that I'd be happy to help guide someone through, but don't have time/the itch to write myself. So, kicking this to the Rules queue, and retitling appropriately.
