Panels throws warnings if the content_type_admin_info() callback doesn't define content

If you have a header pane that doesn't have a URL, panels_header_panels_header_pane_content_type_admin_info() returns a $block with no 'content', resulting in PHP warnings from panels.

The fix is trivial. I just wanted to open an issue about it for the commit message. ;)
