The submit button doesn't show up in the settings page such that I can't apply the modifications I made to the modules settings.

Somehow the 5.x-1.1 release contains the wrong code.. I'm trying to fix the CVS stuff. Don't use the 5.x.1.1 release, wait for 5.x.1.2. In the meantime, download the 1.1.4.4 module from cvs (see above) - download it to your ed_classified installation directory.
