I've got to be an idiot cuz I can't find this.
Anyway, I'm in the USA and I have a new user that's in Australia - but I can't select Australia, the only choice that I have for users is United States. How do I add Australia to the list of countries that are available to users?

Are you using CiviCRM?
If you're talking about the Name and Address section of Drupal's add/edit person forms, that's not core Drupal - it's added in by CiviCRM. By default, CiviCRM only lists the United States. You need to go to CiviCRM's admin menu: Administer -> Localization -> Languages, Currency, Locations. Scroll down to the section headed Contact Address Fields - Selection Values, and add the countries you want from the Available Countries box.
