The "German Stemmer" and "Stemmer API" configuration pages and menu entries were placed inconveniently at the top-level of the admin hierarchy.

Attached patch puts them into admin/config/regional, which is IMHO the best place.

Alternative: Place it under "/admin/config/search", because this is what it is for.
