Taxonomy Smartqueue: Make specific term universally available to all nodes

Issue Summary

Lets say I have a vocabulary with the terms A, B, C, D, and I create a taxonomy smartqueue. I want nodes all nodes to be eligible for the Subqueue A, as well as their respective subqueues.

Is there a way to alter/override the nodequeue tab and provide additional options to nodequeues?

I notice that as long as the link to add to the nodequeue exists then it's possible to manually alter the URL that would normally 'Add to queue' and add nodes to subqueues which they should actually be eligible for. In addition I suppose I'd want to be able to force nodes to be eligible for the nodequeue autocomplete as well.
