Ads not displaying for anonymous users

Hi,

I've researched the issues, but can't seem to find anything that is helping me resolve this one.

I have installed the advertisement module, done a bunch of configuration based on the instructions, submitted some ads, and it all looks great and works as expected - as long as you are logged in.

If you are not logged in, the two blocks I have showing on the home page do not show up. Rather - the blocks show up they are just empty.

Below is the debug code that hopefully will tell someone what I might be doing wrong. I've checked permissions at all the relevant places I can think of multiple times.

The bit in the debug code that looks like it might hold a clue is:
