Which may be caused by this javascript code:

 this.body.appendTo('#popup-active-overlay');

PopupElement.dom runs twice. The first time all is well. The second time, not so much. This fixes it for me. Haven't yet seen any ill side effects.

Credit goes to my co-worker Matt Morley for this fix.
