Regarding: #1191566: Move 'Edit Panel' action link to D7 contextual links (cog icon on hover where Views and Blocks edit buttons live)

Why not have Contextual links as a menu item option in addition to tabs, actions, etc. It would be really neat to be able to add any page manager page or view as a contextual link under the cog icon.

It might be tough getting it into the right cog, because they're not really all that generic and I'm not sure there's any sane identifiers for which contextual links cog you mean.

It's worth thinking about, though!
