The two listed maintainers have not posted in the issue queue for more than two and a half years. The latest commit dates back to April 27, 2009. The D6 version did not make it past BETA3.
There have been no replies to issues like

I happily use the D6 version on all of my sites. It's perfect for small sites where you have one or two webmasters and you want to limit what they can do.
I need RoleAssign to move my sites to D7, and the supposed successor Role Delegation is way too complex for my needs. So I offer to take over RoleAssign and port it to D7.
