How do I add subproducts?

I have enabled subproducts and apparel in ecommerce. I go to admin/store/settings/subproducts . I find no form there to create a new subproduct. I try admin/store/settings/product variations. I get "There are no existing variations or attributes. To add some, first select a product type." No product types are listed.

Where do I create new subproducts, product variations, or you name it?

Documentation is poor to non-existant. Search reveals basically this same question posted by someone else last August with no reply other than "me too".

I tried ec_live_subproducts with similar results. No form to create product variations.
