Drupal 7 Port of Permit own permissions

There's a 7.x-1.x branch in the repository that dates from 2 years ago. I'm going to test it out and complete the missing features, but I will need a senior code reviewer to verify that there isn't some enormous security hole afterwards.

Drupal 7 port by Fox worked great, with the minor addition that the path to the permissions page must have changed in the last minute. Now corrected. Very sorry this module needlessly went years without a D7 release.
