merlinofchaos commentedThere isn't currently a system page to override the user/login page, though there IS a patch for the 6.x version to do this. This is unfortunately known to be a shortcoming. The login page is actually quite simple, too.
You can probably work around this, somewhat, by using Panels Everywhere which would allow you to place a template around the user login page. It's not as good, but could get you going.
