Would be nice to have the ability to choose if a button was submitting to paypal's sandbox site or their live site.

This patch adds the ability to choose between live/sandbox - with a permission for who can use/edit the switch.

Looks good to me, attached is an updated patch with just some picky whitespace fixes.

Once I test this with an actual live and sandbox paypal account (just have eyeballed the urls for now) I'll commit this to dev.

If anyone else wants to check that out for me I'll take your word for it.

Worked for me, except for a few errors I got upon returning to the site. These related to other fields I had added to the Webform where the 'transaction' value wasn't present. I therefore edited the patch to move that part of the code within the 'if' statement above it and that fixed it. I also removed some whitespace present in the patch from #3 above.
