Ok the problem...

When the option for "no title" rather than "title linked to quote" is selected the h3 & anchor to the quote is still output but without the title...
The result is that the quote block contains one or more hidden links (depending on how many quotes are output) for which a site can be be penalised by search engines...

So it's probably not a good idea and should ieither be changed or at least an option given to switch off (if some don't agree that it is a problem)... I'd rather not take the chance of it being seen as hidden links...
