Let me start by saying I'm not 100% certain where to file this issue, so if it's in the wrong place let me know. On a regular D7 site if you have a view with ajax and paging enabled, and you click another page on the pager, the browser window will move to the top of the view and display the new results.
On a D7 site with panels everywhere, the browser window stays in place. I don't think I have to explain how this is a big problem in terms of usability, but it you have any questions I would be happy to answer them.
I would love to help troubleshoot this problem ASAP. So let me know what I can do to help. If you need a live site to look at, I can do that too.

dawehnerThere is no ASAP in the isue queue, you should really know this.
And filling out multiple issues REALLY does not help.
You already created #1209086: Conflict with Panels, views does not reset to top of view when paging.
In general it would might help if you could help us to reproduce the problem.

I completely forgot about that other post, I looked for duplicates in the Panels Everywhere que, but didn't see any and didn't think to look over here since I had forgotten posting the dupe. Sorry about the mix up. I'll continue my follow up over there.
UPDATE: I just posted a full site you can play around with that will demo the problem.
