The permission 'administer role contracts' is needed to define a number of settings for the role_contracts module. However, the corresponding entry in role_contracts_perm() is missing, i.e. it is not possible to give that permission to anyone.

I am closing this issue, since Drupal 4.x, 5.x, and 6.x are now not supported.
