Configure teaser limits per content types

Issue Summary

What's the consensus about breaking the "Admin > Content settings > Post settings" page to allow for setting the teaser settings per content types?

Ideally, this entire routine should be moved. The "correct" place for this would be the "Admin > Content settings > Content Types" create/edit content-types page since this is an option related to each content type on the system.
