The field works fine but when Save settings is clicked, the page just resets.

I just noticed that the image directory is showing up at the wrong level. Its being created at example.com/theme_images instead of sites/default/files/theme_images

There was still some legacy code left over from D6. This is fixed in 7.x-1.21, which I will release later today or tomorrow.

Im not sure this is fixed. I get the message "File upload error. Could not move uploaded file." when trying to upload images through the admin screen. Allowing user uploads and putting them in that way works fine though!

Could you check permissions on your files directory? This looks like a configuration issue.
