I found out that the open close functionality is gone if the cart is used in panels. The other functions work as expected normally.there is also no js error printed in firebug,so I think this is may be a css id error? Any help is appreciated.

Can you specify which panels modules are you using (mini, node, in place editor) and how are they configured? I haven't used panels very much, so I need help to test it.

It's only an idea but it might work. Why don't you style the block as System Block from panels?
