Having metadata for one domain appended to the global metadata is not always a desirable outcome, so I think this module should allow metadata to be set for domain 0 as well. My patch does exactly that. It's against the latest dev (or commit 30b4d0c).

It did not work for me with last version. The config page for primary domain is accessible, but the specific tags do not appear, at least for description.
