Is there a way to have a semi-transparent banner display over the main rotating banner image.

I would like to include timely messages across the bottom of the rotating banner

I get a translucent message box at the bottom of the banner when I set up through site information in the site configuration. I'd like to share different messages without having to place message in each banner graphic.

My apologies for posting here, but I can't seem to find a way to get off this list... Could someone please point me in the correct direction? Or simply remove me from this list?
