I can create a new theme region in .info, and put blocks into it. But when I print it in page.tpl.php, it is always blank.
However, when I comment out zen_blocks, the theme region is not empty. That is, commenting out zen_blocks fixes the problem. Likely that has other ramifications, though.
I am also running the context module.

glass.dimly commentedAlright, so now I have two identical codebases (subversion), and with two identical databases (empty cache_*, session, etc). I see the blocks on my local but not on the development server.
This is a fun one. Anybody have any ideas?
