Provide Option to Allow Registration but in a Blocked State

Spam registrations are starting to slip through Mollom and CAPTCHA. Spambot/SFS looks like an excellent additional level of protection. Finding the right configuration options to reduce false positives and false negatives appears to be tricky. When I scanned my existing users, my own account was flagged due to IP address matches in SFS (my personal Internet access is behind a shared IP provided by my ISP).

Would it be possible to add an option where Spambot allows the registration to continue but blocks the account until the site administrator can investigate further?
