Is it possible to select individual users from a Category list when sending an email?

No, it is not.

Once I have a stable 7.x release out, I will start working on creating the capability for creating categories in any way you wish, which might give you what you are looking for.

I don't know if I'll put that same capability in the 6.x branch or not at this time.
