At the end it should read:

You can:

  • enable throttle for modules at administer >> site building >> modules.
  • enable throttle for blocks at administer >> site building >> blocks.
  • configure throttle settings at administer >> site configuration >> throttle.

This change would also incorporate the comment below so that should be deleted.
