I patched the panels-module to allow/disallow certain roles the viewing of specific panels. Now you can tick every role which is allowed to view a specific panel. If none is ticked, everybody may view the panel.(Similar to views)

I implemented this on my own before I saw your patch, (you set the status to active, not patch, so I didn't see it) -- but since you did some work on it, I'll give you credit in the CHANGELOG.
