Non-admin cannot add blog entry

Just upgraded from 4.4 to 4.5. The only blog that can receive new posts is for user 1; others have "edit own blog" permissions granted, but their blogs do not generate a "my blog" entry in the navigation block, and there is no "blog" entry under "create content", though "blog entry" does show up in the main text of node/add. node/add/blog generates an Access Denied.
