No modules show up under anonymous or authenticated user roles.

I have Drupal 5.1 installed and for some reason none of the modules show up under the anonymouse or authenticated user roles. I have checked to allow access to those roles for the modules in the access control area but it is still not working. For example, the jrating module only shows the rating, not the stars to actually submit the rating and the email a friend module I have installed will only show up under admin privelages. I have another install where everything works fine but it isn't working on this. Please help.
