When the Modules page is being constructed, it builds an array of packages. The function theme_system_modules() renders the list and groups the packages inside fieldsets. When the fieldsets are created, it does not fire any #process callbacks that are tied to fieldset elements.

My guess is the callbacks are forgotten to be fired.

Considering the age of this issue with no comments and that Drupal 5 is no longer supported, I'm closing this ticket.
