Almost impossible, I would say.

Drupal relies too heavily on a database for it to be practical.

I never used it jet but stumbled upon a Drupal lite distribution a while ago. As advertised it should do exactly that, even with the possibility to scale big again. The features are limited and I think it's based on drupal 4.x, but thats now show stopper.

In deed it would be a very attractive feature if there would be some kind of profile for the use case of small websites with a flat file database system and the ability to scale up when ever desired. Would this be technical possible? May this could be a interesting feature request for many people or clients starting with small websites and low cost hostings?
