I am hosting my website in my dorm room, but the connection isn't too fast and with certain jumps i get from being listed on google news my sites goes dead...
I have two network cards.. and when i connect them i get two different IPs... is there a way to use this to my advantage and increase my internet connection speed? Or atleast my download speed... for now the other connection is just sitting idle.. please help.

There is no point to have more network card.

The second network card will not help you on this problem.
Just look on your ADSL/DSL internet connection speed. For example I have 2.5Mb/256Kb ADSL internet. Its mean that I have 2.5Mb/sec incoming speed and only!!! 256Kb/sec outgoing. It is very low to have good Internet server.
So if you have the similar connection, just need to found the Internet Provider support better outgoing speed.
Regards to network card their have 100Mb/sec it is much more then common ADSL/DSL internet routers.
