Even when you disable the "Enable country level validation" checkbox, country level validation (i.e. including the "includes/phone.CC.inc" file ) will still be performed.

If this bug would be solved, the major problem reported in bug #1008800: UK phone numbers only display as "+44-" could be "turned off" - thus I am increasing the priority of this issue to major.

This is still a big headache with the latest 7.x dev version.

Even though "Enable country level validation" is disabled, code tries to perform the validation ?!
