I believe that the best practice is to place these settings pages in the "configuration" section of the admin menu. This keeps the admin menu hierarchy cleaner.

I agree with the OP 100%. This is a bug as is contravenes Drupal best practice.

The attached patch moves it to admin/config/services/harvest as harvest is a web app and it uses web services calls to import the data. It also adds the missing configure elements to the info files.
