Abstract Harvest statics functions from Harvests projects module

There is some awesome work in harvest_projects_get_statistics(). I'm not sure about the dependence on enabling the Harvest Projects module though. If munging Harvest data was abstracted and placed in the Harvest API module, you could cache Harvest data on all active Harvest projects and run statistics on that data set w/o needing to rely on Harvest project entities.
