How to adjust top margin of Admin menu

Issue Summary

In Drupal 6 this was an easy to find toggle on/off setting. In Drupal 7 I can't find how to adjust this after a prolonged search.

Right now I have the Overlay module turned off to simplify things. But I can't seem to find out how to adjust the margin for the Admin menu, as was possible in 6, so I have the Admin menu overlapping the top of my site, which is annoying.

How is this adjusted? And why is the documentation about this so impossible to find?

I see the setting at:

/admin/config/administration/admin_menu

but it is not working for me and my local task tabs are hidden for administrative pages. I don't get any different behavior with the option on or off using Seven. It does appear to work with using Bartik.

I'm not able to replicate this issue. Please make sure you also test whether this issue still exists when using the latest versions/development snapshots of affected modules. If that does not help, then also try to temporarily disable potentially conflicting modules that may interfere with this functionality.
