I don't understand modules patches (menu, block, taxonomy) status.
I need to apply these patches to make localizer module work correctly.
Are changes in these modules will be included in new Drupal version? Or when new version of Drupal will be available modules patche will be rewriten according to new version?

Yes, you need to apply patches.
No, Localizer is a optional module for Drupal not core module.
When new version of Drupal is released then patches are updated to support new version.

I have updated patches for Drupal 5.1
Due to new policies in cvs I cannot provide anymore archives
with already patched files directly in the package.
So, these files will be available on my website.

Probably also the flags images should be removed from the cvs.
