It should be possible to convert a values into any unit via an API function.

An example would be a user has entered a weight of a product in pounds and a shipping method does a web service integration to get the quote price, but need the weight in grams or kilo grams. Unlike prices, we have a limited ways of doing conversion and the rate doesn't change.
