Using drupal 7.7
My default download is set to private

Status report show
CSS Injector directory writable = Not writable
CSS Injector Directory = public://css_injector is writable

Below is a server error log
[error] 11194#0: *465 open() "/var/www/mydomain.com/public_html/public:/css_injector/css_injector_1.css" failed (2: No such file or directory)

Oh... You have somehow gotten a directory created called "public:" in public_html. Delete it. I think that will resolve your issue.
