Uninstalling Module Deletes Taxonomy Vocabulary

Issue Summary

Disabling the module deletes the Taxonomy Vocabulary that was required to be associated with it. Luckily this was the second try at this module and the first time really screwed me when it deleted a massive Vocabulary, so this second time I moved all terms to another Vocabulary and again upon uninstalling it deletes the Vocabulary. Big bug.

I also never got it to work or even allow settings to be saved (two different installs on different sites), so it's useless if users/admins can't choose which terms to include in Simplenews. Needs major work.

It's also not in English, which shows to users. I'd stay away, three strikes. I see potential but it's not even ready for testing yet and I'm not even a drupal coder yet.
