Adding and activating a group

We have let build ua drupal site, where we learned from our developer (i am an end user) to create content in the following way:

1 create a group
2 make the group active / visible
3 add content
3.1 add menu's
3.2 add content in menu's
3.3 decide wich kind of user is able to see this content
4 etc.

These steps worked fine for the first 15 to 20 groups, but now we are stuck on step 2. And our developer can't fix it either. Newly created groups don't show up when trying to 'show / activate' them as a block. When you move a group to, lets say, 'navigation right', it won't. Saving, retrying, in different orders has not solved this issue so far, so any thoughts and troubleshooting could be a lot of help to enable us to create new content.
