include referral selection pane when creating an order as admin.

Issue Summary

Hi,

How can I include the referral pane when creating an order as admin?

(show the the same referral checkout pane as if an anonymous customer completes checkout)

We take a lot of phone orders, and always ask referral details. but adding the order as admin, we have no way to include the data in the referral stats.
