When there are no status updates visible to a user, let's display some empty text instead so that users know the page isn't broken.

This was requested by batsonjay for use in Commons.

Changed the message to "There is no activity here yet" and committed to dev.

It's always bothered me a little bit that we actually have no way of determining which input format is going to be used for empty/header/footer text because the format ID could be different on each site. But I guess if the message is plain text, it doesn't really matter.
