Meaning of message "user exists but without correct permissions"

In trying to configure the advanced batch geocoding, I get the message "user exists but without correct permissions" when I try to save the settings. Also, the test geocoding key does not seem to work. I have debug on and have checked the logs and cannot get any more information.

The only permission I see related to Sunlight is to allow search by Zip, which seems to be irrelevant here. I am not sure what permissions I should be setting.
