The last commit to the project was around 10 months ago. So, has the project been abandoned or is it that you are waiting for something else? (stable release of Omega and Delta)
I am just curious about when the development of this module will begin again. Hope I didn't sound wrong.

I just started using the Omega theme, and it's really a great tool for accelerated theming. Hope this project continues to grow. Same as with the previous individuals following the development of this theme, I am curious about the path which this project takes.

It seems that some flavor of Panels Pages and re-usable blocks is coming (if they can finish in time) to Drupal 8. I'm wondering if this will render some elements of Omega (and the planned Omega UI) unnecessary? In fact, I wonder if this will eliminate the need for themes to to bother with layout entirely. Perhaps, instead, themes (or theming UI tools) will just provide CSS? or pre-made (but easily customizable) sets of Page templates?

Excited about this too- we use Omega for basically every theme integration. Hoping this still happens someday- or perhaps Spark will suffice by then. :)

From what I gather from the Omega page, recently updated for Omega 4.x, Omega has moved away from a user interface and towards "full control over the theme through code." The person who created the Omega UI and Omega, himerus, is no longer a maintainer for the Omega theme. So I say that this development is not going to happen. But if someone loves the idea of a UI for Omega or another theme, you can always build and contribute.

Also, given that no one has received a response from the maintainer and this issue was created in August 2011, anybody mind if this one gets closed? I know there's interest out there in an Omega UI. 60 people are watching this issue. But there hasn't been movement. So I think we have an answer.

No, the development will not happen unless someone out there is interested in taking over the project. And if there is someone out there interested, it probably would be a good idea to get this working with Omega 4.x and Drupal 8.

I may be mistaken, however, about whether there is still development on this project. Over a thousand sites use this module. So someone out there should know something. Despite that, there isn't enough information available from the maintainer and there has not been a response or any public changes to the project for over a year. So I think it makes sense to close this, but it's fine if someone disagrees.
