Allow non-purged ads

Currently, once ads are beyond their expiration date, they will always reach a purge date.

It would be nice if there was a way for admins to allow ads never to be purged. It could be either by default, or by category, or by author (role), or by individual ad.

The same mechanism could apply to expiration dates, to have something more flexible than the current version.
