Vocabularies do not order correctly on node creation page

I have 7 different vocabularies, 6 structured one's and 1 freetagging only. I have assigned weights to have them ordered properly and they do show up correctly on the category configuration page (admin/content/taxonomy). I have set it up so the freetagging vocab is the last one. However, the freetagging vocabulary is out of order in the node creation page and it shows up in the middle somewhere. After playing around with it for a while, it looks like the freetagging vocabulary behaves as if it has a weight of 0. I am able to get the right order on the node creation page if I assign negative weights to all other categories. I'll be happy to provide more info if necessary.
