The blocks aren't not displayed properly. Even in full width, sidebar two is at bottom

Also , the blocks are visible to admin properly but not to logged in users.
For Example,
the blocks on both sidebar are displayed below the content even on desktop. What can be the reason?
Also, these blocks are properly displayed on the home page but not on other pages. e.g. forums, user, etc.
